Oil Ind.Safety Directorate blames HPCL Mgmt. for Fire at Visag Refinery.

At least 23 Contracted workers had recently died in a Fire Mishap in Vishakh Refinery in August 2013. The accident was largely ignored by the Electronic and Print Media at the National Level.

Now, OISD ( Oil Industry Safety Directorate) has faulted the Management of HPCL for the grave fire tragedy of FIRE in Vishakhapatnam Refinery.Kindly go through the link given below:

The level of Safety in HPCL, a fortune 500 company, has been abysmally low historically. Had  written a self explanatory letter to various Govt. Agencies about Corruption and Lack of Safety Standards in HPCL and other Govt. Oil Companies. Kindly click here to see the email dated 29/12/2009 addressed to PMO, Ministry of Petroleum, CVC and HPCL Officials on the subject of Safety and Corruption. The letters were sent back to HPCL routinely by the Bureaucrats for taking the corrective action!!


If the past experience is any indicator, the TOP Management of HPCL will go scot-free yet again and scapegoats will be found at the the lowest possible level. One fervently requests to kindly go through the the email dated 29/12/2009 to know the level of Safety in HPCL and other Govt. Oil Companies.

Why am I a Blogger?

As mentioned in the the Introduction - "About Me" in the right hand side column down below; one has been  fighting against corruption in Hindustan Petroleum Corporation Limited for the past 12 years.

Have exhausted all the options available with the Government except Media, Social Media and the Courts of Law to ensure  that corrective action is taken against the  corrupt Top Management of HPCL.

The option of Courts is out of consideration  as one is aware of the massive Financial/Legal Power of a Fortune 500 Corporation like HPCL!

Regarding Media,I have made efforts in the past ( in 2005 and 2006) to draw attention of Media by sending various CD's containing all the documents in support of the fight but somehow media has not considered the case worth writing about or telecasting about.That leaves only Social Media as a small ray of hope...

As a result, this Whistle Blower is now a Blogger; all set to pen down all the correspondence on this very blog for every one to know the level of Corruption in Oil Industry in the knowledge of Govt. Agencies and PMO.
I have taken up the case against Top Management of HPCL and the Ministry of Petroleum to the following Government agencies and NGO's since 2001:

(1) Department of Public Grievances  (2001 to 2006)
(2) Department of Administrative Reforms and Public Grievances (2001 to 2006)
(3) Department of Personnel and Training ( 2004 to 2007)
(4) Central Vigilance Commission (2004 to till date)
(5) Central Information Commission ( 2005 to 2007)
( 6) President of India ( 2006)
(7)  National Human Rights Commission ( 2007)
(8) Cyber Crime Cell-Mumbai Police(2007)
(9)  Cabinet Secretariat (2005 to 2007)
(10) Prime Ministers Office (2005 to till date)
(11) Transparency International India ( 2011 onwards)

All the above agencies have forwarded  all my representations back to HPCL through Ministry of Petroleum without taking any action!!!


 It is like Police Station forwarding the complaints of a victim to the accused only to deliver judgement!!!

I also had meeting with several Bureaucrats in DPG/DARPG/CVC/CIC/Ministry of Petroleum/Cabinet Secretariat/PMO/CIC from 2003 to 2008. They all had one and only one suggestion - "Go to the Court, Your case is very strong."

This is what the Management of HPCL is openly saying since 2001: If you think something is wrong , go to the Court.It clearly explains why  the Indian Courts are so overburdened.

The above fact is quite amusing and is an inspiration for me to become a blogger.

Hopefully one day a Bureaucrat or a politician somewhere will wake up and will take some action of note against the Corrupt of HPCL.Or may be one day a Legal Luminary or Civil Society will take up the matter in Court.

Shall provide links to various documents in the coming weeks.
